TOWN / LOCAL ELECTIONS GET OUT AND VOTE





I was going to get this to the paper as a letter to the editor but missed last week's deadline and it would not be seen by many of you until after you voted on Tuesday so I am hoping you read it here and pass it along to your friends and neighbors. The Sussex Surry Dispatch did an excellent job providing information on the local candidates.  Review this information, talk to the candidates, to your friends and neighbors to become an informed voter.

Why vote? It’s more than a simple responsibility, voting is a sacred trust given to us, a right for which blood has been spilled many times– to preserve that right for ourselves and to help extend that right to others.

 Why vote? Because that is the way we change things. That is the way we reform the system. That is the way we guard against the threats to our liberties and exercise our responsibilities.

Why vote?  Candidates come and candidates go. Elections are won and lost. Sometimes we elect crooks and no-bodies and, every once in a while, a true leader emerges to take “office”, showing folks what it means to be a true representative of the people and, more importantly, why honesty, truth and commitment matters. One such gentleman is A.G.Futrell, Waverly Representative on the Sussex County Board of Supervisors. Each one of us deserves to be represented by the very best, by someone who really cares about US, someone who puts those they represent above the needs of themselves.

 And, for this reason, it matters that you vote. It is your voice – and the only person who can silence your voice is you. So cheer, complain, protest or petition – these are your rights but, without your vote, they are meaningless actions, backed up by nothing.

Why vote? WHY NOT VOTE!

PLEASE ....JUST BE A GOOD NEIGHBOR!



The following pictures are of 2 very different properties. One, a home in town that has been allowed to go unmanaged, un-kept and has deteriorated to the point that neighbors are concerned not only for their health and safety but for the decrease in property values and all that brings along with that.

The other is a beautiful home in the country that is constructed with some of the finest materials available, situated on a piece of property that would be the envy of many. The river views, quite country road setting and managed landscaping would make one feel comfortable, safe and pleased to live next door to.








Abandoned and uncared for properties such as the one pictured above invite criminal activity into the neighborhood and limit the pride of the neighborhood feeling that we all would like to have. We work very hard to be able to provide the basic necessities of life, a roof over our head and being safe is two of the top goals in life. It is a shame that when we find a community we want to settle down in, put down roots in and belong to and we have secured the home of our dreams (one of the biggest expenditures we will ever make) that we have to worry about the health and safety of our family and the deteriorating value of our investment.

These two properties look on the surface to not have anything in common, they can’t be anymore different. BUT there is one thing they do have in common …. They are owned by the same individual (CHAIRMAN RUFUS TYLER). One is an investment/rental property and the other is their primary residence. Wonder which one they live in????

It does not matter if we live in the country or in town we all want to have pride in ownership and be and have GOOD NEIGHBORS.

There is a petition making the rounds that is asking just

that, Be a Good Neighbor!

The local governing bodies of the Town of Waverly and the County of Sussex are being asked to step up to the plate and help make property owners do what is right if in fact they are not willing to do it on their own. This is NOT the only property that is in such   condition it is however next door to someone who wants to try and make the neighborhood, the town and the county a better place to live and raise a family by asking property owners to BE A GOOD NEIGHBOR.

PLEASE SUPPORT this effort, it will benefit all of us now and in the future. You might say "It doesn't concern me, I have good neighbors" but what happens on the other side of town, on the other side of the county DOES concern YOU. Do you know who your neighbor will be in 10 years? How will deteriorating property values and increased crime impact your style of life?

BEHIND CLOSED DOORS


Chairman Tyler was all smiles at the beginning of the meeting on the 19th.
 But I am sure he ended the night not so happy. When the Board recesses for the second time and went into closed session one can only wonder what the discussion was that took place. We may never know and that’s OK because that’s what closed sessions are for, it is a time to discuss the most sensitive of issues. But when they came back out of closed session a motion was made and a vote was taken to remove Rufus Tyler as chair of the Board of Supervisors.

When I can find out more of the facts and not just hearsay I will post my findings. But the motion and vote of lack of confidence in Tyler’s ability to faithfully, with honor and trust, with integrity and with legal leadership run the Board of Supervisors had to shake him.

Oh as if I did not have to tell you……the vote.  A 3 – 3 tie!!!!!!!!!!!

Is it a light at the end of the tunnel or just a train coming?

At least they were civil tonight.  No they did not agree on everything and did not do what was the just and right thing but they did disagree in the manner one would expect from a group of grown men. BUT I AM NOT willing to say they are where they need to be and who knows what went on in the closed session, I did not wait around to see.
The Board did pass a motion directing County Administrator to sign the contarct for the new county attorney Packer who was attending his first Board of Supervisors meeting BUT WAS NEVER INTRODUCED TO THE CITIZENS.

Supervisor Futrell presented the Board with a packet requesting funding for 3 community oriented programs in his district. And while I am talking about Supervisor Futrell, if you did not read the article about him in the Sussex Surry Dispatch you should. And let's just hope each of the other supervisors read it as well.
This man has integrity; he is his own man, does not follow in anyone’s footsteps, represents the people in his district and does what is RIGHT. Thank you Mr. Futrell!
A Waverly Couple asks Chairman Tyler to just BE A GOOD NEIGHBOR!     No,  Mr Tyler and his wife don't live in the house in Waverly seen in pictures below. They live in a home or to some a mansion on the river in Sussex County,  a far cry from this property.

 As the couple explained how the property which has been abandoned has now become not only an eyesore but a health hazard,  Mr Tyler looked on and could not wait for their time to be up so he could gavel them down. In the picture below you can see Tyler keeping a close eye on the clock on his phone.





Deputy county administrator sang the praise of a blog that promoted the “benefits” of the new Rt 460 bypass, much to the dismay of many who’s property and lives will be turned upside down. Mr Morrison went on to say he would see that the blog address would be posted on the county web page. I wonder if they would post this Blog’s address, I bet not!
Pay the lawyers, just pay them.

A motion was made to pay the County Administrator his overtime he put in during the County emergency several months ago as were other county employees.

 Mr Harris,  while stating that he appreciated the gesture , declined the payment (approximately $2,500) and asked that it be used to help offset the employee bonus approved at this meeting. ($500 for every fulltime employee and $250 for all part time employees)

What is beginning to sound like a broken record and what now has to be PERSONAL and somewhat political yet another surprise…surprise 3 – 3 vote. Who looses? The Lawyers who aren’t getting paid? The couple of thousand dollars won’t make or break them. So who is losing? We, the citizens of Sussex County.  Particularly, if the County is sued by these attorney's for their payment.  The cost of a lawsuit will be ten times what the bill is. Is this responsible government to spend excess funds for a personal vendetta by one Board member (Tyler) which will end up costing all citizen's of Sussex County?  Thousands of dollars that will be wasted.

Due to the fact that each of these committees has 4 members each out of the 6 and when they meet the 4 have to work and make suggestions/recommendations then bring it back at a separate meeting to the remaining 2 members AND the Board only has 2 employees they supervise it was recommended to do away with just these 2 committees.

 The momentum the citizens of the county achieved so far needs your energy, commitment and support to keep thriving. It is only with your continued interest in what is going on that our county canprovide the leadership we deserve. In this week’s Sussex Surry Dispatch the editorial was well written and thought provoking. I would like to follow in that vein with yet another quote by Martin Luther King.

Very few if any of us can trace our heritage back to Sussex County roots but it does not matter we are all here now and it is all of us, white, black, pink and purple, young and old, man or woman we need to unite behind one and other to demand and get the leadership we deserve.

It's YOUR County, It's your RESPONSIBILITY.

There were 2 video clips that did not capture well enough to post.

1. When attorney Thompson went on a rant making some outlandish accusations against the County Administrator that you would hope the Virginia State Bar would get ahold of the official meeting recordings and review. Then they just might issue Thompson yet another admonition.

2. When Sherriff Bell went up to the Board and warned Chairman Tyler that he would shut down the meeting for a 3rd straight time if he did not regain and maintain control of the meeting. This warning came right after Tyler allowed Thompson to rant for more than his allowed 2 minutes. Oh yes he did softly gavel down after a while but still allowed him to continue.


Maybe (maybe not) it was because of Sherriff Bell"s warning but other citizens were not afforded the opportunity to talk more than about 1 min 45 sec to 2 minutes, I was keeping time,  was the Chairman? Citizens did find a way (legally) to talk for longer by having other citizens yield their time. Democracy at work!

The media was there. Not just TV but also the local Newspapers as well.


 
Holding nothing back she let the Board have it with both barrels and received applause from the crowd. Hopefully the Board heard this message AND support loud and clear.
This lady had a message for the Board that they were voted in by the people and they were being held accountable by the people for their actions or lack thereof. There was a round of applause from the audience indicating solidarity in our support of trying to make a difference.
This gentleman, a military war vet (who is commended for his duty to our Nation) provided some very direct challenges to the Board to set aside their personal “issues” and get to the job of running this county.
Taking her allotted time and the time afforded her by 2 other citizens Debbie Turck gave the Board several Virginia code sections that they were either in violation of or should be guided by. She was informative, concise and articulate in her comments, was the board listening as were the citizens? Let’s hope so.
And since I am talking about citizens comments … WHY WAS IT THAT WAKEFIELD REPRESENTATIVE STRINGFIELD WAS THE ONLY OPPOSING VOTE WHEN THEY WERE VOTING ON TO ALLOW CITIZENS COMMENTS AT EVERY PUBLIC MEETING OF THE BOARD, REGULAR MEETINGS, SPECIAL CALLED MEETINGS OR MEETINGS THAT WERE RECESSED, WHY???? I’m not sure but I think along with Stringfield’s NO vote Tyler abstained. A 4-1-1 vote thank you Fly, Caple, Futrell and Warren for allowing us the Democratic right to speak.





One after the other concerned citizens spoke up about their dissatisfaction with the dysfunctional Board asking, no pleading with them, to set aside their personal agendas, personal indifferences, personal issues and GET TO WHAT IS REALLY IMPORTANT … running this county.
You could just see 8 months of frustration bubble to the surface as County Administrator pleaded to the Board (specifically Tyler as the chair) to “Let me do the job I was hired to do!” How refreshing is this that part of the county management wants to work and do the best they can. Is County Administrator Harris right 100% of the time ??? No, he’ll probably admit to that but he is giving 100% trying to make Sussex County the right place to live and invest in. YES !!  Let the man do his job!
Warren and Futrell were chastised by Chairman Tyler for calling this Special Called Meeting. Stating that as "new bees" on the board they need to learn when and when not to call a special meeting. Tyler went on to say that everything covered tonight could have waited to the regular meeting on the 19th. COULD IT ??? We now have a Lawyer (hopefully) that can represent the County in court on the 11th in a lawsuit. Could that have waited Mr. Tyler??
He should be ashamed for how he presented himself at the meeting, disrupting the proceedings by trying to give his personal comments during the meeting and before the allotted time for citizen's comments and getting into a personal verbal battle with Board members and a county employee.  
I wonder how the carefully orchestrated parade of Thompson supporters from 2 months ago feel about the man now after such an unprofessional and at times childish showing. He said it himself during his rant "The Emperor Has No  Clothes". The true Thompson was on display for all to see what he really is.

A 5 minute recess was called for as the meeting had been going on for quite a while and lots of water and pop was being consumed by several Board members but 5 minutes turned into almost 20. What other “business” was being conducted behind closed doors???

Some closing comments ..
I have heard through the grapevine that some think I have my own personal agenda. Well I DO, that’s what blogging and social media is all about. What is my personal agenda?? IT’S TO GET CITIZENS OF SUSSEX COUNTY INFORMED AND INVOLVED. If that’s a bad thing I am sorry you don’t like it. Think back, in our history has any movement that improved our nation/government ever happened without the people getting involved and being informed???? I am forever in debt to every drop of blood and bead of sweat that has given me this opportunity and RIGHT to speak up.
Also I usually wait and see if the paper prints my letter to the editor befor I publish it on the blog but this time I need to post it now as I might not have the opportunity to later. So here is what I submitted to the Editor of the Sussex Surry Dispatch.
Letter to the Editor
Four and a half hours of what? Here is WHAT!
Not only did the TV and Newspaper reporters show but so did the CITIZENS OF SUSSEX COUNTY. Not since the Landfill, Pig Farming and OLF have so many citizens attend a county meeting. In the neighborhood of 250 concerned citizens first showed up at the courthouse but soon overfilled the room’s capacity and the meeting had to be moved to the HS auditorium. What was so refreshing that the CITIZENS WERE UNITED in one cause. There were differences on how we reached that cause but the cause was LOUD and CLEAR. Board of Supervisors … get over yourselves, get over your personal agendas, and get over your dislike for each other and GET TO WORK FOR US. We deserve better!
The first 2 hours or so of the meeting did see some decisions being made, maybe it was because of the media pressure, or the outpouring of citizens, a camera in your face, a reporters pad being filled with notes and pictures being taken obviously had an influence. The remaining 2 and half hours was … well it was disheartening.
There was the typical backroom maneuvering, too much to go into now, but the bottom-line on a few issues is what really matters. The county now has guidance that when hiring a county attorney the candidate chosen must not have any public or private admonition by the State Bar for the last 36 months. With Mr. Thompson having at least 1 such admonition and no longer in the running for county attorney it cleared the way for a majority vote (not unanimous) to offer employment to an attorney that has no allegiances to any one board member nor any citizen but just a well-respected and highly recommended attorney. We just hope this attorney still wants to work for us. This also cleared the way for the County employees to receive their long overdue and promised second part of a bonus.
The State Bar of Virginia really needs to look into how attorney Thompson conducted himself last night and I would bet he would not be able to negotiate his way out of that.
The Board is currently in violation of the Sate Code of Virginia section 15.2-802 which states that the board shall elect a vice-chair at the first meeting. Let’s hope they can clear up this violation at the next regularly scheduled BOS meeting on the 19th.
There was also a vote which passed to pay a portion of a bill for services rendered to the county by a local attorney. But STILL there is an impasse to pay the entire bill not only to this attorney but 2 others who also provided services. And what is with Chairman Rufus Tyler stating that Mr. Fly proceeded ILLEGALLY with securing their service BUT if he (Fly) apologized it would a forgiven and he (Tyler) would vote for full payment. Well I guess then it would not be illegal since I am sure MR. Tyler would not want to enter into anything illegal by being part of paying for this "so-called" illegal action. Maybe we all should not pay our county taxes and when confronted with the threatened action we could go down and apologize and all will be forgiven.
More proof that the county is not "running on all 8" as the saying goes,  is the fact that our County Administrator,  Mr. Harris had to ask the board to “allow” him to do what it was he was hired to do or at least what he was told he was hired to do. He also asked for a copy of his job description and contract and asked that the board be guided by that original contract. Neither document it seems is available however there is available a contract that the Deputy County Administrator was allowed to pen for the most part himself  in which he is given duties and responsibilities in direct conflict to what is required of a county administrator by code. Chairman Tyler acknowledged that there is unrest and discord in the County Administrators office and seemed to be at a loss as to how to remedy this. At one point in the debate between County Administrator Harris and Chairman Tyler, Tyler told Harris I know, I know, I had training in that. Well do we need a Chairman “in training” or do we need leadership with the ABILITY to do the job?
Please KEEP your interest up in how this county is being run and then and only then will we see real change and improvement in OUR COUNTY.

PLEASE citizens of Sussex County stay united in our attempt to get our governing body to act professionally and GET ON WITH THEIR JOB we hired them to do. I will always attempt to provide those who could not attend the meetings “information” so they along with all of us can be better informed as to how our tax dollars are being spent.

I will be posting some pictures, videos and comments so please check back. Till then here are a few nuggets…..

1.      It was very clear that the power IS with the PEOPLE and an auditorium full of concerned citizens sat patiently (for the most part) waiting for our turn for comments.

2.      The more un-unified the Board gets the more unified the citizens get. There was a loud and clear message to the Board to do what is right set aside personal issues and GET ON WITH THE BUSINESS of running OUR COUNTY.

   3.      The County has a new County Attorney (and IT’s    NOT Thompson)….almost. A motion was passed allowing the offer to be made. Will their choice come to the county after all the deliberations??? Time will tell.


4.      County employees will get their second installment of a bonus that was promised them.


5.      Our County administrator asks for the Board to honor his contract and allow him the ability to manage the county and just do what it was he was hired to do.


6.      Henry Thompson bitterly tosses unethical, unprofessional and divisive barbs at Board members.
